Get high pr quality backlinks for your website. Try article submission, press release submission, web2.0 etc off-page techniques for your website.

When pople say quality backlinks what do you mean? Is it just high/higher PR sites?
I have had link trade requests from PR3 sites but in total other categories than my own.

Someone able to briefly tell what to look for? So far I have been using Linkspun but it looks like many people just want you to link to their quality sites while offering "trash" site backlinks in return. But maybe that is how it generally works?

Well i am not involved in link exchange much but i can advice some what

Select your niche or related niche websites, you can check no. of links on the webpage(ideally 20 is ok), it should be dofollow links, should not be jumped links, that particular page pr should be good, You can go for 3 way links

here i would add you should not much involve in link exchange. Free ways of generating back links are also good. Dont focus on Pr much in that just focus on quality. If you are doing in quality way(like commenting on quality blogs, forums no matter its of 0 pr) you will certainly get good results
