To answer your question the public PR is usually updated every 3 months or so but the REAL PR that Google uses is always being updated, daily, hourly and the public does not have access to that.
The public PR is next to worthless.

It's important for selling a site or trading/selling links with people who have it stuck in their heads that it means anything.
I preffer to exchange links with sites with PR0 but with big PA (page authority) and DA (domain authority). If you have such sites let me know and we can setup some trades.
