FWIW, I have messed around endlessly with tons of different on-site SEO techniques, but the determining factor (to me, anyway) always seems to be backlinks. Which kinda sucks, as getting backlinks is the most frustrating part of a project since it generally requires getting other people involved.

The people that really know how to build networks/links over time, take over serps and make targetted traffic are the people you wouldn't want to hire because there's almost nothing stopping them from taking over a big slice of your biz. But I'm just paranoid.

Basically, all the advice that everyone has already given is true.

I would add that you can go to a job board (I prefere Elance) and hire manual labor for link building. Mostly they put your links on various places. What I like about Elance is that you can see how much money each provider has made and their over all ratings from clients. If you sign up for an account you can search through the jobs posted to get an idea of what people are asking for and apparently getting. And you can read the customers reviews of the company you hire.

Check out this link as it shows the companies that do the link building

    Search Providers on Elance

The first one on the list has made 45K and they have a near perfect rating. So they are probably doing something right. If you sign up for an account you can get more info.

There are also a few guys on Digital Point that offer social bookmarking services. They will put your link on like 60 or more social sites.

Actually, there is a way to get back-links without other people involved, but it requires a lot of work.
